The bill (Reg. No. 6582) presents a new version of part 8 of clause 164 of the Economic Code of Ukraine, whereby specialized enterprises of the National Bank of Ukraine are granted monopoly for manufacture of securities form sheets, limited-issue forms, excise stamps, and holographic security elements, as well as materials for their manufacture.
Experts recommend adjusting the bill, as the provisions on monopoly of the National Bank of Ukraine for manufacture of such documents should be harmonized with the Law "On the National Bank of Ukraine", clause 71 of which prohibits the National Bank of Ukraine to perform commercial, industrial, insurance or other activity which does not meet the functions of the bank.
